Question : Rural Development in Naxal Affected and Border Areas

(a) whether a number of naxal/terrorism affected areas in the country including Jharkhand are deprived of the rural development schemes specially the Pradhan Mantri Gram Sadak Yojana (PMGSY) on the priority basis, if so, the details thereof, State/UT-wise;

(b) the details of funds spent by the Government on each project under rural development schemes in the said areas during the last three years and the current year, State/UT-wise;

(c) the total stretch of roads constructed in kilometers under the PMGSY during the last three years and the current year upto October, 2016, State/UT-wise including Rajasthan;

(d) the target fixed for the construction of roads in kilometers each day under the said scheme during the current fiscal year, State/UT-wise including Rajasthan; and

(e) whether the Government proposes to relax the norms/guidelines of PMGSY to link villages adjoining the border areas of the country specially the desert areas and if so, the details thereof, State/UT-wise including Rajasthan?

(a): The Ministry of Rural Development, inter alia, is implementing Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), Pradhan Mantri Awaas Yojana- Gramin (PMAY-G, erstwhile IAY), Pradhan Mantri Gram Sadak Yojana (PMGSY) and Deen Dayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM) in rural areas of the country including naxal/terrorism areas through State Governments and UT Administrations. Ministry is also implementing Roshni, a special initiative, under Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), for training and placement of rural poor youth from 27 most critical Left Wing Extremism (LWE) affected districts which mandates a residential training with minimum 40% coverage of women in all its courses. The physical progress under PMGSY for the LWE districts are given at Annexure-I.

(b): The detail of funds released/utilized in naxal affected States under different rural development programmes during the last three years and the current years is given at Annexure-II.

(c): State/UT-wise, including Rajasthan, road constructed during the last three years and the current year under PMGSY upto October, 2016 is given at Annexure–III.



(d): Under PMGSY the annual target in terms of road length, fixed during 2016-17 State/UT-wise including Rajasthan is given at Annexure–IV.

(e): Presently there is no proposal under PMGSY to relax the norms to link villages adjoining the border areas of the country especially the desert areas.
