Question : UTILISATION OF FUNDS UNDER CSR



(a) whether the CPSEs under the administrative control of the Ministry have utilized funds under the corporate social responsibility commitments;

(b) if so, the details of funds utilised during the last three years, and the current year, CPSE-wise;

(c) the details of the works undertaken and locations where the said funds have been utilized during the said period, CPSE-wise;

(d) whether there are reports of utilisation of such funds in an arbitrary manner; and

(e) if so, the corrective measures taken by the Government in this regard?

(a) to (c): Yes, Madam. According to the Department of Public Enterprises (DPE) Guidelines on Corporate Social Responsibility (CSR) and Sustainability for Central Public Sector Enterprises (CPSEs), each CPSE is required to make a budgetary allocation for CSR and Sustainability activities/projects based on the profitability of the company. However, sick/loss making companies or those having a negative net worth are not mandated to earmark specific funds for CSR and Sustainability activities. The details of funds utilized by the major/profit making CPSEs under the administrative control of the Department of Heavy Industry (DHI) on CSR activities during the last 3 years, and current year (provisional), CPSE-wise are annexed. The CSR activities have been undertaken in various parts of India and funds were utilised for activities such as Skill Development, Health Management, Plantation, Education, Women Empowerment, Infrastructure, Environment Protection, Energy Conservation, Disaster/ Calamity Management, Energy Management, Rain Water Harvesting, Biodiversity Conservation, Water Management, Sanitation, Sports facilities, Vocational Training, Village & Community Development.
