Question : Construction of ROBS in Jhansi

(a) the time likely to be taken to complete the construction work of proposed Sipri Bazar Road over-bridge in Jhansi city;

(b) whether the State Government has provided funds on time to construct the said over-bridge;

(c) whether necessary materials have not been provided by SAIL; and

(d) if so, the details thereof?

(a) to (d): It is deposit work of State Govt. Work in Railway portion is to be executed by Railway. Earlier contract for Railway portion was terminated due to poor performance of contractor. Fresh tender for balance work will be opened on 28.06.2019. Efforts will be made to complete the work as early as possible after award of contract.
So far as availability of fund from State Govt. is concerned, it was provided by them in May 2018.
Contractor had represented that Steel Authority of India Limited (SAIL) is not providing them required Steel plates for fabrication of girders. When SAIL was approached by Railways, SAIL informed that IS 2062 E250 B0 grade Steel plates are not available in required sizes and they have to

plan these for production at Plant on 100% Road despatch basis for production. For booking of material under Road despatch, Purchaser was required to submit 25% of order value.
As per SAIL, contractor took only part supply and did not deposit requisite amount of the order value with SAIL. Contract has since been rescinded due to contractor’s failure.
