Question : DIRECT CASH TRANSFER FOR SCHOLARSHIP SCHEMES



(a) whether the direct cash transfer on the basis of Aadhaar numbers has been implemented in three scholarship schemes by the Government in selected districts of the country;

(b) if so, the details thereof;

(c) the number of beneficiaries so far opened bank accounts to get the benefit of direct cash transfer under these schemes;

(d) whether due to non- coverage by Aadhaar, many beneficiaries are unable to get the direct cash transfer; and

(e) if so, the details thereof and the steps taken or being taken by the Government to give benefits of direct cash transfer to those who are yet to get their Aadhaar numbers?

(a) & (b): No Madam but Direct Benefit Transfer (DBT) has been initiated in the two Scholarship Schemes viz; Post-Matric Scholarship Scheme and Merit-cum Means based Scholarship Scheme and one Fellowship Scheme viz; Maulana Azad National Fellowship Scheme in the first phase of DBT taken up in 43 districts of 16 States/UTs of the country. The detail of total number of beneficiaries is as under :

# This is because online application under Post-Matric Scholarship Scheme was kept optional for classes XI and XII.

(d) & (e): No Madam. Under all the three Schemes of this Ministry identified for Direct Benefit Transfer, payment/transfer of scholarship/fellowship to the eligible recommended students /candidates is made directly in their bank account by the States/UTs in Post-Matric Scholarship scheme and Merit-cum Means based Scholarship Scheme and by the University Grants Commission (UGC) in Maulana Azad National Fellowship Scheme.

Hence, all transfer of benefits have been made directly in the bank account of the beneficiary by the States/UTs/UGC irrespective of having Aadhaar Number in this financial year i.e. 2012-13. This has been affected electronically.
