Question : District Mining Fund

(a) the guidelines for spending district mining fund in Chhattisgarh State and the total amount spent on Rajnandgaon and Kabirdham district during 2017-18 and 2018-19, work-wise;
(b) whether a committee is constituted for work planning sanction and review the amount mentioned above and if so, the names of the members of the committee and whether the Government proposes to have a provision for the role and suggestions of Members of Parliament in this regard;
(c) if so, the details thereof and the time by which it will be implemented; and
(d) whether it is true that Chhattisgarh Government has taken back the amount sanctioned for the works from January 2019 and if so, the reasons therefor and the works on which the said amount was used and status of works which are sanctioned but still not started?

(a) Under the guidelines of “Chhattisgarh district mineral foundation trust rules 2015”, District mineral foundation trusts are spending the district mineral fund. Total amount spent on Rajnandgaon & Kabirdham districts during 2017-18 & 2018-19 work-wise is at annexure –I & II.
(b) & (c): Yes, Sir. Two committees respectively Managing Committee & Governing Council are constituted for work planning Sanction & review of the amount mentioned during the above duration. The name of the members of the above committees is at annexure-III. In this regard,under the Rule No-10 of District Mineral Foundation Trust Rule 2015, Chhattisgarh Government has nominated the Member of Parliament as the member of governing council for the above said period, by the Government letter F 7-47/2015/XII New Raipur dated 02/03/2016 effective from 02/03/2016 for the next three years.
(d): Yes, Sir. Chhattisgarh Government has issued an order dated 02/01/2019 that no new work/project shall be sanctioned. Such Pre-approved/Sanctioned works/ projects which had not started were stopped immediately,till the nomination of new public representatives as a member of Governing council. The above instructionswere withdrawn vide order dated 08.03.2019 and sanction for works under high priority sector is being done.Further, by amendment in Chhattisgarh DMF Rules 2015 dated 14.08.2019 sanction of work/project has been allowed. The said sanctioned amount is being used for the further work as per new approved action plan.
