Question : MEDICAL STORES UNDER JAS



(a) the details of the Jan Aushadhi Scheme being implemented by the Government including the number of Jan Aushadhi Stores (JAS) set up under the said scheme, State/UT-wise;

(b) whether the Government proposes to set up JAS in each district of the country;

(c) if so, the details thereof and the time by which these stores are likely to be set up;

(d) the details of agencies / Authorities exercising control over effective functioning of JAS; and

(e) the mechanism put in place to ensure the availability of generic medicines at each of the said stores and creating awareness amongst the people to take advantage of such medicines offered at affordable prices?

(a) The Government has launched ‘Jan Aushadhi Scheme’ to make available quality generic medicines at affordable prices to all. especially the poor, throughout the country, through outlets known as Jan Aushadhi Drug Stores (JASs). 176 Jan Aushadhi stores have been opened since the inception of the scheme in November, 2008. Out of this 96 are presently functional. The Jan Aushadhi Scheme is being implemented through Bureau of Pharma Public Sector Undertakings of India (BPPI), which is a society under Department of Pharmaceuticals, Ministry of Chemicals and Fertilizers. The medicines are procured by BPPI from CPSUs and also from private manufacturers. For popularizing and promoting the generic drugs in the country, the Government through its agency - BPPI has been giving publicity from time to time, through print media to generate awareness among general public about the advantages of generic medicines and availability of generic medicines from Jan Aushadhi Stores.

The list of Jan Aushadhi stores opened till date is given in the enclosed statementand.I.and list of 105 functional/temporarily non-functional Jan Aushadhi stores is given in the enclosed statementand.II.

(b)&(C) The Government proposes to open as many Jan Aushadhi Stores as possible throughout the country with the co-operation of State Governments, NGO/Charitable society/lnstitution/ Self Help Groups having experience in welfare activities and Pharmacist / Doctors/registered medical practitioners etc. Expression of Interest are called for from time to time from interested parties for opening of Jan Aushadhi Stores. Opening of JAS in all districts depends upon the cooperation of State Government in a number of ways viz.

a) Making available required store space in all Hospitals

b) Designation of operating agency viz. Indian Red Cross Society/Rogi Kalyan Samiti etc. to mana ge the JAS stores in the identified district.

c) Capacity building & monitoring of operating agency

d) Encouraging/sensitizing Doctors to prescribe generic medicines.

e) To create public awareness about quality & therapeutic value of generic medicine

(d) BPPI and the Operating Agencies exercise/control over effective functioning of JASs. The details of operating agencies / authorities in respect of functional JAS stores are indicated in enclosed statement The Operating Agencies are as selected by State/UT Governments.

(e) Given the unsatisfactory performance of rhe Jan Aushadhi Scheme - which has been operational since 2008, the Department is revisiting the scheme plan and formulating a strategic Action Plan 2015 with a paradigm shift to make quality medicines accessible through affordability and availability. The Strategic action plan includes
(i) New Distribution System: Expansion beyond the exclusive JAS stores in retail markets through retailers and franchisee with signage exclusivity
(ii) Enlargement of medicines basket,
(iii) Team building with all stakeholders - Prescribes

(Doctors), Doctors Associations, Medical Council of India, Chemists & Druggists Association, Consumer Association, State Governments, Regulators and all others by addressing their respective concerns
(iv) Advocacy and perception management on quality of JAS medicines for brand building

(v) Strengthening Bureau of Pharma Public Sector Undertakings of India (BPPI)
(vi) improved Supply Chain Management
(vii) Value Added Services in partnership other service providers - online/home delivery, post offices, cooperatives, insurance agencies etc.
(viii) Recognition of Doctors, Distributors and retailers and NGOs actively engaged in generics.

Under the Strategic Action Plan 2015, a pilot initiative will be launched during 2015 -16 to reach out all sections of society w»th results and will be expanded across the country in the coming 3 years covering all therapeutic groups.
