(a) & (b) The details of organizations related to research in Science and Technology working in various States of the country including Gujarat and under the administrative control of Department of Science & Technology, Department of Biotechnology and Council of Scientific and Industrial Research and the funds allocated and spent by each body during each of the last three years are given in Annexure-I. The funds allocated during 2015-16 and utilized by the said organizations will be available after 30.09.2016 after auditing of the accounts.
(c) The purpose for giving funds to various organizations related to Science & Technology under the Ministry of Science & Technology are given in Annexure-II. From the data given in Annexure-I, it can be seen that budgetary allocation of funds have increased for majority of the organizations.
d) The names of the organizations/bodies/institutions which could not fully utilize the allocated funds are also given in Annexure-I. These organization/institutions could not fully utilise the allocated funds due to various operational reasons such as delay in procurement of equipment, delay in schedule of construction etc. Budgetary cuts at times will have a consequential effect on amount to be spent and as a corollary some funds remain unspent as the funds available will be insufficient to go head for procurement of equipment etc. The Governing Council of the concerned orgnisations/institutions, on which the Government is also represented, constantly monitors the expenditure pattern to ensure maximum possible utilization.
(e) The accounts for various institutions/ organizations for 2015-16 will get audited only by 30.06.2016. The desired information for 2015-16 will be laid on the Table of the House thereafter.
