Question : Road Safety Policy

(a) whether it is a fact that in spite of the tremendous work done by the Road Transport & Highways department 1,46,133 accident deaths were reported in the year 2015;

(b) the details of people lives lost in road mishaps during the last three years, State-wise;

(c) whether the Government is formulating a road safety policy and if so, the details in this regard;

(d) whether the Government is also formulating any policy to coordinate with the States for setting up agencies exclusively to deal with road safety; and

(e) if so, the details thereof?

(a) According to the information received from police department of all States/UTs 1,46,133 people were killed in road accidents during the calendar year 2015.

(b) State/UT – wise details of persons killed in road accidents in the country during the last three years i.e. 2013 to 2015 is Annexed.

(c) The Government has approved a National Road Safety Policy. This Policy outlines various policy measures such as promoting awareness, encouraging safer road infrastructure including application of intelligent transport, enforcement of safety laws and trauma care etc.

(d) & (e) The Government has constituted National Road Safety Council as the apex body to take policy decisions in matters of road safety. Under section 215 of Motor Vehicle Act 1988, a State Govt. by notification in official gazette can constitute a State Road Safety Council comprising a Chairman and such other members as the government considers necessary and on such terms and conditions that govt. determine. Similarly, there is also a provision for District Road Safety Committee for each district. State Road Safety Council (SRSC) has been constituted in all States.
