Question : SWAN PROJECTS

(a) whether the State Wide Area Network (SWAN) Projects have been approved in the country;

(b) if so, the details thereof, State-wise;

(c) whether the Department of Information Technology (IT) pursue the matter with the remaining States to finalise the SWAN Projects in the country; and

(d) if so, the details thereof?

(a): Yes, Sir.

(b): The Government of India with an aim to providing Government to Government (G2G) connectivity for intra-Governmental operations has approved the Scheme for establishing State Wide Area Networks (SWANs) across the country in 29 States and 6 UTs at a total outlay of Rs.3,334 crore with Department of Information Technology (DIT), Grant-in-Aid component of Rs.2,005 crore, over a period of five years. Under this Scheme, it is envisaged to provide technical and financial assistance to States for establishing SWANs from State/UT headquarters up to the Block level with a minimum bandwidth capacity of 2 Mbps per link. SWAN proposals from 33 States / UTs have been approved so far, with a sanctioned total outlay of Rs.1964.97 crore from the Department. The State of Goa and UT of Andaman & Nicobar Islands have implemented Wide Area Networks outside this SWAN Scheme. The details of progress of implementation of SWANs is given in the Annexure.

(c) and (d): Government of India has been conducting regular State/UT level meetins involving IT Secretaries of the States/UTs in order to accelerate the process of implementation. The States/UTs namely Goa and Andaman & Nicobar Island informed DIT that they have created their Captive Wide Area Network for the G2G connectivity and opted out from the SWAN Scheme of the Government and in all other State the SWANs projects are in different phases of implementation in the given above Annexure.
