Question : Port Capacity

(a) the total number of ports in the country and their capacity along with the cargo handling capacity;
(b) whether the Government proposes to increase the number of ports and if so, the details thereof and the locations identified and the estimated cost of their construction, State/UT-wise;
(c) the details of the capacity of all the major ports during each year of the 12th Five Year Plan so far and the targeted capacity of all the major ports by the end of the 12th Five Year Plan; and
(d) the steps taken by the Government for modernisation and to increase the capacity of the ports in the country?

(a) There are around 200 Non-Major ports under the control of respective Maritime State Government and 12 are Major Ports under Ministry of Shipping. The overall Capacity of Operational Non-Major Ports is 658.71 Million Tonnes and Major Ports capacity is 871.52 Million Tonnes as on 31-3-2015.

(b) 4 New Major Ports are proposed at Colachel, Tamil Nadu (estimated cost Rs. 6000 crores approx), Dahanu, Maharashtra (Rs. 9000 crores approx.), Sagar Island, West Bengal (Rs. 11,000 crores approx.), Dugarajapatnam, Andhra Pradesh (Rs. 6,000 crores approx.). These new port projects are proposed to be taken up through combination of public and private investment. In addition, Outer Harbor projects are proposed to be taken up in VOC Port at Tuticorin (Rs. 11,000 crores approx.) and Paradip, Odisha (Rs. 5,000 crores approx.).

(c) The details of the Capacity of all the Major Ports during each year of the 12th Five Year Plan so far and the targeted Capacity of all the Major Ports by the end of the 12th Five Year Plan are given as under:

(d) Modernisation and increasing the capacity of Major Ports is a continuous process. Government is regularly monitoring the Port projects to modernise/ upgrade to increase capacity of the ports and also to bring them to the international standards through construction & modernisation of berths, installation of state of art equipment & mechanisation of cargo handling system at ports including the dredging projects to accommodate large vessels at major ports.

The Government has undertaken the following measures to modernize the Ports:

(i). Construction of new berths and terminals;
(ii). Various expansion/upgradation projects for berths
(iii). Installation of new and modern cargo handling equipments
(iv). Deepening draught in Ports to handle larger vessels.
(v). Installation of Vessel Traffic Management System (VTMS) for smooth movement of vessels.
(vi). Implementation of Web-based Port Community system.
(vii). Conducting benchmarking study for upgrading the existing ports to the International standards.
