Question : Monitoring of PSUs

(a) whether the Ministry monitors the functioning of the Boards of Directors of Public Sector Enterprises and their administrative departments and regulate the implementation of existing rules, regulations, guidelines etc.;

(b) if so, the details thereof and if not, the reasons therefor;

(c) the role of the Ministry, if the functioning of the Heavy Industries and Public Sector Enterprises is regulated by the concerned administrative departments; and

(d) the reaction of the Government thereto and the corrective measures taken by the Government in this regard?

(a) to (d): As per the Government of India (Allocation of Business) Rules, 1961 the Central Public Sector Enterprises (CPSEs) are administered by various Ministries and Departments. Thus the administrative Ministries and Departments are responsible for the monitoring of their respective CPSEs and implementation of rules, regulations, guidelines etc.
The role assigned to Department of Public Enterprises inter-alia includes formulation of policy guidelines on various issues related to CPSEs. The implementation of these guidelines rests with the administrative Ministries and Departments.
