(a) The details of Schemes being implemented by the Government to promote entrepreneurship among youth in rural areas, including North Eastern states is as given under:
i. Ministry of Skill Development and Entrepreneurship (MSDE) is implementing a pilot scheme Pradhan Mantri YUVA (PM YUVA) Yojana w.e.f November 2019, for creating an enabling ecosystem for entrepreneurship development through entrepreneurship education, training, advocacy and easy access to the entrepreneurship network in skill training institutes, viz. ITIs, PMKKs, JSS etc. The pilot is being implemented in ten States and two UTs. In Assam and Meghalaya, the PM YUVA Pilot is being implemented in selected Industrial Training Institutes (ITIs), Polytechnics, Pradhan Mantri Kaushal Kendra (PMKKs) and Jan Sikshan Sansthan (JSS). MSDE also provides capacity building and handholding support to the beneficiaries of Jan Shikshan Sansthan (JSSs) and cluster artisans of North-Eastern Region, for their livelihood linkages.
ii. Ministry of Rural Development (MoRD) is implementing a programme for skilling of rural youth for entrepreneurship development through Rural Self Employment and Training Institutes (RSETIs).
iii. MoRD, is implementing the Start-up Village Entrepreneurship Programme (SVEP), as a sub-scheme under Deen Dayal Antyodaya Yojana -National Rural Livelihoods Mission (DAY-NRLM). The objective of the scheme is to help the rural poor including youth to set-up enterprises at the village level in non-agricultural sectors.
iv. Department of Financial Services (DFS) is implementing Schemes Stand Up India Scheme with objective to facilitate loans from Scheduled Commercial Banks (SBCs) of value between Rs. 10 Lakh to Rs. 1 Crore to atleast one Scheduled Caste or Scheduled Tribe borrower and one woman borrower per bank branch for setting up Greenfield enterprise in manufacturing, services or trading sector and activities allied to agriculture.
v. DFS is also implementing Pradhan Mantri MUDRA Yojana (PMMY) which facilitates collateral free loans of upto Rs. 10 Lakh to individuals for business activities in the non-agricultural sector and activities allied to agriculture.
vi. Ministry of Micro, Small and Medium Enterprises (MSME) is implementing the Prime Minister’s Employment Generation Programme (PMEGP) for providing financial assistance to set up new enterprises. The maximum cost of projects covered under the Scheme is Rs. 25 lakh in the manufacturing sector and Rs. 10 lakh in the business/service sector.
(b) The details of beneficiaries under Pilot Project on PM-YUVA in the North Eastern Region is available on the website (https://www.niesbud.nic.in/PM-YUVA.htm) of the implementing agency i.e. National Institute for Entrepreneurship and Small Business Development (NIESBUD). The performance of Schemes of other Ministries/Departments in the North Eastern Region as per information available for last 3 years is given in Annexure
(c) Krishi Uddan Scheme to evacuate local produce, 586 Van Dhan Vikas Kendras and Zoram Mega Food Park etc. seek to boost entrepreneurship, trade and commerce. Several institutes in NER like Indian Institute of Entrepreneurship (IIE), Guwahati; Indian Institute of Information Technology (IIIT) in NER, Institute of Hotel Management at Guwahati and Shillong, Film and Television Institute at Jollan-Rakap (Jote), Arunachal Pradesh and National Institute of Design (NID), Jorhat, Assam, provide opportunity for Skilling and nurturing young creative talent and design aspirants from North East Region and boost entrepreneurship amongst them.
