Question : Manufacturing in Small Scale Sector

(a) whether there exists any consultative committee to classify reserved and unreserved items for manufacturing in small industry sector;

(b) if so, the details of the composition of the said committee;

(c) the details of the criteria prescribed for the reservation of different items for the MSME sector;

(d) whether any information regarding violation of guidelines by large scale industries and multinational companies have been received; and

(e) if so, the details thereof and the details of action taken against those industries and companies?

(a) to (e): There exists no consultative committee to classify reserved and unreserved items for manufacturing in Small Scale Industry (SSI) sector. However, based on the recommendation of the Advisory Committee on reservation, constituted under the provisions of the Industries (Development & Regulation) Act, 1951, Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, Govt. of India, had been de-reserving the items specified in the erstwhile list of items reserved for exclusive manufacture in Small Scale Industry (SSI) [now-Micro and Small Enterprise] sector, from time to time. Vide notification no. S.O. 998(E) dated 10.04.2015, the DPIIT had de-reserved the remaining 20 items from the list of items reserved for exclusive manufacture in SSI sector. Now, all the items reserved earlier for exclusive manufacturing in the SSI sector under the provisions of the Industries (Development & Regulation) Act, 1951 had been de-reserved. Therefore, violation of guidelines by large scale industries and multinational companies does not arise.
