Question : SPORTS INFRASTRUCTURE FOR PROMOTION OF SPORTS



(a) the funds provided for construction of sports stadia/other infrastructure facilities for promotion of sports in the country including North East Region and rural areas during each of the last three years and the current year State/UT-wise;

(b) the proposals received for the said purpose including development of playfield from the States including Karnataka along with the action taken thereon during the said period, State/UT-wise;

(c) whether the Government proposes to take assistance from private institutions for funding and expertise to improve the sports infrastructure in the country and if so, the details thereof;

(d) whether lack of regular sports training programmes and want of coaches and modern sports equipment for sports persons are the reasons for poor performance in various International Sports Events; and

(e) if so, the details thereof and the action proposed to be taken to improve India`s performance in International Sports Competitions?

(a) There is no scheme implemented by the Government of India for construction of sports stadia. State/UT wise details of funds released for development and maintenance of playfield in the country, including North East Region under the Panchayat Yuva Krida aur Khel Abhiyan [now revised to Rajiv Gandhi Khel Abhiyan (RGKA)] are given in Annexure I and details of grants approved and released for creation of sports infrastructure under the Urban Sports Infrastructure Scheme (USIS) are given in Annexure II. Sports Authority of India also provides funds for develop- ment of sports infrastructure but does not maintain State/UT wise details of release of fund. Total funds provided by Sports Authority of India during last three years and current year under capital works is given in Annexure III.

(b) The release of funds under the PYKKA for deve- lopment of playfields is demand-driven and made on proposals received from the States/UTs, including the State of Karnataka, subject to the condition that the proposals conform to the guidelines of the PYKKA and other relevant orders of the Government of India.

(c) Sports Authority of India under the Central Government is exploring PPP model to attract funding/sponsorship for creation/maintenance and up gradation of sports infrastructure, including playing and residential facilities. Since MOU in this regard has still not been finalized further details in this connection cannot be made available.

(d) & (e) Sports being a state subject, it is primarily the responsibility of the State Governments and the National Sports Federations (NSFs) concerned for promotion and development of various sports disciplines in the country. The Ministry only supplements the efforts of State Governments and the NSFs in this direction by providing financial assistance in accordance with the approved pattern under the following Schemes: i. Rajiv Gandhi Khel Abhiyan (RGKA): Funds are granted to the Governments of States/Union Territories for construction of a sports complex in each block of the country for both indoor and outdoor disciplines and conduct of annual sports competitions, viz., Rural Sports Competitions, Women Sports Competitions, North East Games, and Competitions in Left Wing Extremism Affected Areas. ii. Urban Sports Infrastructure Scheme (USIS) : 100% financial assistance, subject to stipulated ceilings are provided to State Governments, Local Civic Bodies, School, Colleges and Universities under Central/State Governments, and Sports Control Boards for development of Synthetic playing surface (for Hockey, and Athletics) and for Multipur- pose Indoor Hall. iii. Scheme of ‘Assistance to National Sports Federation’: for organizing national/international competitions, organizing coaching camp, engagement of foreign coaches, equipment support etc. In addition, the Sports Authority of India (SAI) has the following Sports Promotional Schemes which are implemented uniformly throughout the country: i. National Sports Talent Contest (NSTC) ii. Army Boys Sports Company (ABSC) iii. SAI Training Centres (STC) iv. Special Area Games (SAG) Extension Centres of STC/SAGs v. Centre of Excellence (COE) The Government also provides full assistance for intensive coaching of the national teams through national coaching camps organized by the Sports Authority of India besides providing Foreign Exposures / Competitions and State of the art equipments. The Government also provides financial assistance to meritorious sportspersons under National Sports Development Fund for personalized training/coaching under national /international coaches, participation in international tournaments held in India and abroad and purchase of sports equipment.
