Question : REVIEW OF NDMA



(a) whether the Government proposes to review/reconstitute the National Disaster Management Authority (NDMA) in the wake of recent natural calamities in the country;

(b) if so, the details thereof ;

(c) if not, the reasons thereof;

(d) whether there are requests from the State Governments to station National Disaster Response Force (NDRF) personnel in the State or creation of a trained team in their State police force; and

(e) if so, the details thereof and the response of the Government thereto?

(a) & (c): Yes, Madam. The process of re-constitution of NDMA has already been initiated.

(d) to (e): As per the National Policy on Disaster Management, the primary responsibility of disaster management rests with the states. The Government of India is encouraging the state Governments to create their own disaster response force from their existing resources. However on receipt of requests from various State Governments, the Central Government has already decided to permanently deploy some teams of National Disaster Response Force (NDRF) in the vulnerable States for prompt response in case of disaster or disaster like situations. On the request of the State Governments, NDRF is already providing training to personnel of the State Disaster Response Forces.
