Question : Waste Management

Will the Minister of URBAN DEVELOPMENT be pleased to state:

(a) the estimated quantum of sewage, solid waste and garbage being generated and treated in urban areas in the country, city and State-wise;

(b) the details of land fill sites and waste treatment plants in the country, city and State-wise;

(c) the mechanism for proper collection, transportation, processing and disposal of solid wastes and treatment of sewage;

(d) whether the Government proposes to implement new technologies for solid waste management and set up new sewage treatment plants and if so, the details thereof and the action taken/being taken by the Government in this regard;

(e) whether the Government has received requests from States for financial or technical assistance for setting up treatment facilities for disposal of waste and improve drainage system during the last three years and the current year; and

(f) if so, the details thereof, project, city and State-wise and the action taken/being taken by the Government thereon?

(a): As per the assessment made by Central Pollution Control Board (CPCB) for 2015, the sewage generation in the urban areas of the Country is estimated to be about 61,948 MLD (approx.) and sewage treatment capacity is for 23,277 MLD, which is about 37.6% of the total sewage generation. Further, as per the data available till Oct. 2016, the total amount of solid waste generated in the urban areas of the Country is about 1,58,878 MT/D, of which only 21.45% is being treated, currently. The State-wise generation & treatment of sewage is at Annexure-I and the State-wise generation & processing of solid waste is at Annexure- II.

(b): There are 7 functional Waste to energy plants with a capacity to produce 88.4 MW. Further, there are 45 functional/sub optimal compost plants in the country, currently, with a production capacity of about 5 lakh MT/annum. At present, total annual production of city compost from these plants is approximately 1.5 lakh MT/annum. The details of the functional/operational waste treatment plants are at Annexure-III.

(c) & (d): Under Swachh Bharat Mission (Urban), the State/UT Government may implement any scientifically proven new solid waste management technologies as per their requirement and actual site condition. Also, under “Atal Mission for Rejuvenation and Urban Transformation (AMRUT)”, the State/UT Governments may set up new sewage treatment plants as per their requirement.

(e) & (f): Details of funds released under Swachh Bharat Mission (Urban) for solid waste management projects, under AMRUT, under Urban Infrastructure Development in Satellite Towns around Seven Mega Cities (UIDSST) for SWM and Sewerage/drainage project and under the 10% Lumpsum provision scheme for North East Region for SWM and Sewerage/drainage projects during the last three years and current year are at Annexure-IV, V, VI and VII respectively.
