(a) whether the Government has laid any guidelines for the Gramin Sewa used for commuting by the people in Delhi;
(b) if so, the details thereof;
(c) whether the Government is aware that Gramin Sewa has been violating traffic norms and hampering movement of vehicles on roads; and
(d) if so, the action taken thereon including traffic police for their failure in regulating them?

(a) Yes, Madam.
(b) As per information made available by Transport Department, Government of National Capital Territorial of Delhi (GNCTD), details of the permit conditions for Gramin Sewa Vehicles are annexed.
(c) Yes, Madam.
(d) Enforcement Wing of Transport Department, GNCTD and Delhi Traffic Police are regularly taking action against Gramin Sewa Vehicles for violating permit conditions or provisions of Motor Vehicles Act, 1988 and rules made there under. The Enforcement Wing of Transport Department, GNCTD has taken action against 1590 Gramin Sewa Vehicles by issuing 2764 challans and impounded 553 Gramin Sewa Vehicles during 01.04.2013 to 31.03.2014. Delhi Traffic Police has also prosecuted 1,31,284 Gramin Sewa vehicles and impounded 14830 Gramin Sewa vehicles for violating traffic rules & regulations in NCT of Delhi. Action has also been taken against 62 Delhi Traffic Police personnel during the year 2012, 2013 & 2014 ( upto 15/11/2014).
