(a): The Integrated Child Development Services (ICDS) Scheme is a Centrally Sponsored Scheme and the overall administration, management and monitoring of the implementation of the ICDS Scheme are being done by the concerned State Government/UT Administration. The training provided to the Anganwadi Workers/Helpers and the Supervisors at the AWTCs/MLTCs is a part of the ICDS Scheme.
There is a three-tier training structure for the training of various field functionaries under the Integrated Child Development Services (ICDS) Scheme, viz.,(i) Anganwadi Workers Training Centres (AWTCs) for the training of Anganwadi Workers and Anganwadi Helpers located at the District/Block level; (ii) Middle Level Training Centres (MLTCs) for the training of Supervisors and Instructors of AWTCs located mostly at the District level; and (iii) National Institute of Public Cooperation and Child Development (NIPCCD) at New Delhi and its four Regional Centres at Guwahati, Lucknow, Bengaluru and Indore for training of Child Development Project Officers (CDPOs) and Instructors of MLTCs.
Under the Digital India Programme, an online training portal <www.nipccd-elearning.wcd.nic.in> has been launched on 25th May 2016 for the ICDS functionaries, professionals working in the area of health & nutrition, child development, child protection, women issues, paramedics, like nurses, dieticians, students of home science colleges, medical professionals, trainers of training institutes, like, MLTCs/AWTCs and general public. The e-Learning portal is free of cost interactive portal with standardized curriculum, user friendly and a self-study platform.
The Government of India releases funds to the State Governments/UT Administrations for implementation of the Schemeas per their requirement projected under the State Training Annual Plan (STRAP) and the ICDS Training is implemented by the States/UTs through AWTCs/MLTCs.
(b): No such proposal has been received from the State of Kerala for financial assistance to Dhronacharya programme for giving training to AWWs and helpers.
(c): Does not arise, in view of (b) above.
(d): The Ministry of Women and Child Development is implementing theICDS Systems Strengthening & Nutrition Improvement Project (ISSNIP) in eight States of the country, viz., Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Rajasthan and Uttar Pradesh. Information and Communication Technology enabled Real Time Monitoring (ICT-RTM) is one of the key components under the ISSNIP to cover 1,76,682 Anganwadi Centres. The ICT-RTM works through a mobile solution and for this, the Anganwadi Workers are given a Smartphone and their Supervisors are given Tablets.
