Answer given by the minister

MINISTER OF STATE FOR SCIENCE AND TECHNOLOGY (BACHI SINGH RAWAT)

(a) Eight applicants have formally approached Central Road Research Institute (CRRI), (and not Indian Council of Road Research) , a constituent unit of CSIR, in the matter. CRRI has been notified by Ministry of Road Transport & Highways (MORTH), as an agency to issue certificates to manufacturers of High Security License Plates.

(b) Out of these eight firms, the three, which fulfilled the stipulated conditions, have been granted certificates.

(c),(d)&(e) : No separate description of the model number plate has been issued by CRRI. The manufacturers are supposed to follow the Gazette Notification and subsequent modifications issued from time to time by MORTH and fulfil formalities to obtain certificates from CRRI. Further, these license plates are to be issued by the State Transport Authority to the vehicle owners.
