(a): Public Health and Hospitals is a State subject. The State/UT-wise data regarding number of people treated for mental illness in Government hospitals is not maintained centrally. However, number of patients seeking treatment in Out-patient and In-patients Departments of the three Central Mental Health Institutions, viz. National Institute of Mental Health and Neuro Sciences (NIMHANS), Bengaluru, Central Institute of Psychiatry (CIP), Ranchi and Lokopriya Gopinath Bordoloi Regional Institute of Mental Health (LGBRIMH), Tezpur during the period from 2015 to 2019 is at Annexure.
(b) to (d): As per the National Mental Health Survey, 2016, conducted in 12 States of the country, the prevalence of mental disorders in adults over the age of 18 years is about 10.6%. Common mental disorders include depression, anxiety disorders and substance use disorders. Mental illness is not measured through IQ levels.
Under the District Mental Health Programme (DMHP), financial assistance upto 83.20 lakhs is provided to each district supported under the programme out of flexible pool for Non-communicable diseases under the National Health Mission, for early detection, management and treatment of mental disorders/illnesses. Under DMHP, funds released and utilized during 2018-19 were Rs. 105.27 cr and 47.56 cr respectively.
