Question : Investment in Renewable Energy Sector

(a) whether the Government proposes to formulate a plan for investment in renewable energy sector;
(b) if so, the details thereof;
(c) the quantum of funds allocated and spent thereunder during the last three years and the current year, State-wise;
(d) the target fixed for the generation of renewable energy in Megawatt; and
(e) the quantum of electricity generated and distributed through energy sources every year?

(a) & (b) Most of the grid connected renewable energy projects in the country are being implemented by private sector developers selected through transparent competitive bidding without financial assistance from the Central Government.
The Government has taken several steps to attract investment in renewable energy sector in the country. These include :
• Permitting Foreign Direct Investment (FDI) up to 100 percent under the automatic route,
• Waiver of Inter State Transmission System (ISTS) charges for inter-state sale of solar and wind power for projects to be commissioned by 30th June 2025,
• Declaration of trajectory for Renewable Purchase Obligation (RPO) up to the year 2029-30,
• Setting up of Ultra Mega Renewable Energy Parks to provide land and transmission to RE developers on a plug and play basis,
• Schemes such as Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM), Solar Rooftop Phase II, 12000 MW CPSU Scheme Phase II, etc,
• Laying of new transmission lines and creating new sub-station capacity under the Green Energy Corridor Scheme for evacuation of renewable power,
• Setting up of Project Development Cell for attracting and facilitating investments,
• Standard Bidding Guidelines for tariff based competitive bidding process for procurement of Power from Grid Connected Solar PV and Wind Projects.

Government has issued orders that power shall be dispatched against Letter of Credit (LC) or advance payment to ensure timely payment by distribution licensees to RE generators.

(c) The state wise details of Central Financial Assistance (CFA) released for the implementation of various renewable energy schemes / programmes by the Ministry from 2019-20 to 2022-23 (till 19/07/2022) are given in Annexure.

(d) In accordance with Hon’ble Prime Minister’s announcement at COP26, Ministry of New and Renewable Energy is committed to achieving 500 GW of installed electricity capacity from non-fossil fuel sources by 2030.

(e) The details of electricity generated through various renewable energy sources (including large hydro) during last three years and current year (upto May 2022) are given below:
