Question : NRLM

(a) whether it is true that the Government has introduced National Rural Livelihood Mission (NRLM) scheme in the country;

(b) if so, the number of poor families covered under the NRLM, State/UT-wise;

(c) the funds/financial assistance provided by the Government under the Mission during each of the last three years and the current year, State/UT-wise;

(d) the number of families which have started earning their livelihood from self-employment under the Mission during the above period, State/UT-wise; and

(e) if so, the reasons therefor and the remedial measures taken in this regard?

(a) and (b):- Yes, Madam. National Rural Livelihoods Mission (NRLM) is being implemented in all States (except Goa) and one Union Territory (Puducherry). The objective of NRLM is to organize the rural poor women into Self Help Groups (SHGs), and continuously nurture and support them till they attain appreciable increase in incomes over a period of time and come out of abject poverty. NRLM seeks to reach out to all rural poor women in the country in a phased manner. A statement indicating State/Union Territory (UT) wise number of households covered under NRLM is enclosed as Annexure I.

(c):- A statement indicating the Revolving Fund (RF) and Community Investment Fund (CIF) disbursed by the Government under NRLM during each of the last three years and the current year, State/UT-wise, is enclosed as Annexure II.

(d) and (e):- NRLM inter-alia aims to strengthen existing livelihoods in various sectors like agriculture, livestock, forestry and non-timber forest produce, and non-farm by providing technical inputs and capacity building to the Self Help Group (SHG) members. The two special programmes for self employment under NRLM includes:-

(i) Mahila Kisan Sashaktikaran Pariyojana (MKSP):- MKPS is a special programme for livelihood enhancement. It is a concerted effort to recognize the role of women in agriculture and to enhance their capacities and increase their income. As on date, MKSP is being implemented in 1031 blocks spread across 124 districts, benefitting around 32 lakh women. Under MKSP, progress is measured in terms of the entire project and not year-wise. A statement indicating State-wise number of mahila kisans covered under MKSP is enclosed as Annexure III.

(ii) Rural Self Employment Training Institute (RSETI):- Ministry of Rural Development aims to set up one Rural Self Employment Training Institute (RSETI) in each district of the country in collaboration with the banks and the State Governments to provide training to the rural youth from the poor households to enable them to take up in-situ self employment. The RSETIs core strength is short term residential training with long handholding support. A statement indicating the number of candidates trained and settled during the last three years and the current year (upto May 2015) is enclosed as Annexure IV.
