(a)&(b): Yes, Madam. The primary responsibility of the disaster management rests with the State Government. The Government of India supplements the efforts of the State Government by providing logistic and financial support, whether required. The Government of India has constituted State Disaster Response Fund (SDRF) in each State with an allocated fund for providing immediate relief to the people affected by notified disasters. Up to 5% of the allocation in SDRF can be spent on procurement of equipment. Additional financial assistance is provided to the State from National Disaster Response Fund (NDRF), provided the State does not have adequate financial resources to meet the disaster. The State wise financial assistance provided from SDRF and NDRF during 2011-12 to 2014-15 is given at Annexure-I.
The Government of India facilitates training of the State personnel engaged in the disaster management through National Disaster Response Fund. National Disaster Response Force has trained 1296 personnel in 2011, 1275 personnel in 2012, 1851 personnel in 2013 and 1212 personnel in 2014 till date.
(c) & (d): There is no such proposal with the Government of India. However, the Government of India has sanctioned a Plan Scheme of Mainstreaming of Civil Defence in Disaster Risk Reduction, which inter-alia provides QRT vehicles with equipment in identified 140 most vulnerable districts.
