(a) the salient features of Central Road Fund along with its annual budget;

(b) whether a sum of Rs. 3971.75 crore sanctioned till September 2019 under CRF for Madhya Pradesh has been utilised;

(c) if so, the details of the action taken with regard to the necessary utilisation certificate submitted by the Government of Madhya Pradesh;

(d) whether reimbursement amount of only Rs.3588.06 crore has been released by the Union Government against the expenditure incurred by the State Government and if so, the details thereof; and

(e) the time by which the balance reimbursable amount of Rs. 383.69 crore is likely to be released by the Union Government to the State?

(a) The Central Road Fund (CRF) Act, 2000 was amended by the Finance Act, 2018 to the Central Road and Infrastructure Fund (CRIF) Act, 2000. CRIF is cess levied on High Speed Diesel (HSD) Oil and Petrol as per the provisions of the CRIF Act, 2000 amended by the Finance Act, 2019.
The CRIF is earmarked for various Infrastructure Sectors such as Transport (Road and Bridges, Ports, Shipyards, Inland Waterways, Airports, Railways, Urban Public Transport), Energy, Water and Sanitation, Communication, Social and Commercial Infrastructure, etc., as per the provisions of CRIF Act, 2000 amended by the Finance Act, 2019. The funds for various infrastructure sectors are to be earmarked as per the provisions of the above mentioned Act. As per amendment to the Government of India (Allocation of Business) Rules, 1961 on July, 2018, the subject matter pertains to the Ministry of Finance.
The Ministry is primarily responsible for development and maintenance of National Highways (NHs). Apart from this, it also allocates funds for development of State Roads under CRF/ CRIF and Economic Importance & Inter State Connectivity (EI&ISC) schemes.
The details of Cess collected under CRF/ CRIF during last three years are as follows: -

The State/UT-wise details of Accrual/Allocation and Release/Expenditure for development of State Roads under CRF/CRIF and EI&ISC schemes during 2016-17 to 2018-19 are placed at Annexure-I & Annexure-II respectively.

(b) to (e) State Government of Madhya Pradesh submitted the Utilization Certificate (UC) amounting to Rs.3,971.75 crore till September, 2019 for State road works under CRIF/CRF scheme.
The Ministry has so far released Rs.3,778.12 crore for State road works under CRF/CRIF scheme to the State Government of Madhya Pradesh.
Out of total allocation of Rs.579.67 crore for the State of Madhya Pradesh during 2019-20, so far Rs.389.15 crore has been released. Further, there is requirement for adjusting Rs.109.81 crore from the CRF/CRIF accrual of the State Government of Madhya Pradesh towards recovery of forfeited Bank Guarantee (BG) of National Highways works by Madhya Pradesh Road Development Corporation Limited (MPRDCL).
Necessary action has been initiated for release of admissible fund for the State of Madhya Pradesh as per available outlay.
