Question : BRPL S REFINERY EXPANSION PROJECT



(a) the date on which Bongaigaon Refinery & Petrochemicals Limited Expansion project approved and completed;

(b) the projected crude oil availability in Assam at the time of approving Bongaigaon Refinery and Petro-Chemicals Limited Expansion project;

(c) the actual capacity utilization of Bongaigaon Refinery since the completion of its expansion projects, year-wise;

(d) the reasons for the shortfall in the crude availability; and

(e) the financial impact on Bongaigaon Refinery & Petro-Chemicals Limited due to shortfall in the crude oil availability?

(a) The project was approved on 30.12.1991. Crude Distillation Unit (CDU-II) was commissioned on 9.5.1995 and Delayed Cooking Unit (DCU-II) on 6.3.1996.

(b) At the time of approving Bongaigaon Refinery & Petro-Chemicals Ltd. expansion project, the crude oil production in North East region was projected to increase to 8.76 MMTPA in 1994-95 and further to 11.78 MMTPA in 1999-2000.

(c) The actual capacity utilization of Bongaigaon Refinery and Petrochemicals Ltd. as a percent of crude throughput is given below:

(d) Reasons for shortfall in crude oil availability are as follows:


(i) Continuous bandhs/barricades and other environmental problems resulted in subdued activities of land acquisition, drilling well and field maintenance, construction, production and exploratory work.

(ii) Blow out in wells.

(iii) Adverse behavior of few reservoirs.

(iv) Inability to drill the targeted exploratory and development wells.

(e) Due to non-availability of crude oil as per requirement, refinery has not been able to run full capacity which has affected the overall financial performance of the Company.
