(a) whether the Chief Ministers have a Discretionary Fund` for which funds are provided
for or cleared by the Planning Commission;
(i) if so, whether there is any criteria for allocation and usage;
(ii) if so, the details thereof;
(iii) if not, whether the Government has any proposal in this regard for consideration; and
(iv) if so, the details thereof?
