Question : AYUSH Treatment Facilities in Rural Areas

(a) whether adequate AYUSH treatment facilities are available in the country, especially in rural areas;

(b) if so, the details thereof including the funds made available for the same during the last three years and if not, the reasons therefor;

(c) the measures being taken by the Government to augment these facilities in Uttar Pradesh and Tamil Nadu;

(d) whether the Government proposes to promote the Indian system of medicine due to its affordability when compared to allopathy and also effectiveness in the treatment of chronic diseases; and

(e) if so, the details thereof?

STATEMENT REFERRED TO IN REPLY TO LOK SABHA
STARRED QUESTION NO. 59* FOR 4TH FEBRUARY, 2022

(a) to (c) Public Health being a state subject, the primary responsibility to provide AYUSH treatment facilities including in rural areas lies with the respective State/UT Governments. However, under Centrally Sponsored Scheme of National AYUSH Mission (NAM), there is provision of financial assistance for setting up of 50 bedded/30 bedded/10 bedded integrated AYUSH hospitals, upgradation of standalone Government AYUSH hospitals & dispensaries, co-location of AYUSH facilities at Primary Health Centres (PHCs), Community Health Centres (CHCs) and District Hospitals (DHs) for AYUSH treatment facilities. Grant-in-aid of Rs. 456.49 Crore, Rs. 494.91 Crore and Rs. 397.18 Crore has been released during 2018-19, 2019-20 and 2020-21 respectively for different activities of NAM including support for treatment facilities as per proposals received from State/UT Governments. In this regard, as per the proposals received in State Annual Action Plans (SAAPs) under NAM, Ministry of Ayush has supported the State Government of Uttar Pradesh and Tamil Nadu with Rs. 301.52 Crore and Rs. 49.37 Crore respectively during the last three years for various activities of NAM including to augment AYUSH treatment facilities.
(d) & (e) For promotion and development of AYUSH system of medicine and to provide affordable and effective treatment in chronic diseases, the following provisions have been made under National AYUSH Mission:-
(i) AYUSH Health & Wellness Centres under Ayushman Bharat
(ii) Co-location of AYUSH facilities at Primary Health Centres (PHCs), Community Health Centres (CHCs) and District Hospitals (DHs)
(iii) Upgradation of existing standalone Government AYUSH Hospitals
(iv) Upgradation of existing/setting up of new standalone Government/ Panchayat /Government aided AYUSH Dispensaries
(v) Setting up of up to 50 bedded/30 bedded/10 bedded integrated AYUSH Hospitals
(vi) Supply of essential drugs to Government AYUSH Hospitals, Government Dispensaries and Government/Government aided Teaching Institutional AYUSH Hospitals
(vii) AYUSH Public Health Programmes
(viii) Upgradation of State Government Under-Graduate and Post-Graduate Educational Institutions.
(ix) Establishment of new AYUSH Colleges in the States where availability of AYUSH teaching institutions is required in Government Sector.
