Question : Rolling Auctions

(a) whether the Government has introduced a mechanism of rolling auctions to expedite the auction process in the coal mining sector;
(b) if so, the details thereof;
(c) whether any new mines have been identified to become a part of this rolling auction process; and
(d) if so, the details thereof ?

STATEMENT IN REPLY TO THE LOK SABHA STARREED QUESTION NO. 45 ANSWERED ON 01/12/2021 ASKED BY SHRIMATI CHINTA ANURADHA, DR. BEESETTI VENKATA SATYAVATHI REGARDING ROLLING AUCTION

(a) Yes, Sir and Madam.

(b) In order to bring greater transparency in the selection of mines and expedite the auction process to carry out more rounds of auctions in a year, a mechanism of rolling auctions of coal mines has been taken up. Under this mechanism, upon completion of the electronic auction process of a tranche, the next tranche of auction would be launched for the following mines:-

a. Mines where no bid or only single bid was received in the previous tranche of auction (except for those mines where only 1 bid has been received and Ministry of Coal decides to go for second attempt of auction)
b. New mines, if any, identified by Ministry of Coal

(c) Yes, Sir and Madam.

(d): In the currently ongoing auction of 88 coal mines for commercial mining in 13th Tranche under the Coal Mines (Special Provisions) Act, 2015 and 3rd Tranche under the Mines and Minerals (Development & Regulation) Act, 1957, 48 coal mines have been rolled over from the 12th Tranche under CMSP Act, 2015 and 2nd Tranche under MMDR Act, 1957 of auction.
