Question : REVIEW OF SCHEMES

(a) whether the implementation of various schemes for women empowerment and child development have shown satisfactory results in the country;

(b) if so, the details thereof and if not, the reasons therefor along with the funds allocated, sanctioned, released and utilized under the said schemes during each of the last three years and the current year, State / UT-wise;

(c) whether the Government has fixed any targets for the States/UTs under the said schemes, if so, the details and the achievements thereof, State/UT-wise;

(d) whether the Government has any proposal to review the said schemes and if so, the details thereof; and

(e) the other corrective steps taken / being taken by the Government to achieve the goals set under the said schemes?

MINISTER OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI MANEKA SANJAY GANDHI)

(a) to (c): The Ministry of Women and Child Development together with the State Governments / UT Administrations is satisfactorily implementing Centrally Sponsored Schemes of the Ministry against the funds allotted under each scheme. The Ministry does not allocate funds State/UT-wise. As regards targets, they are fixed scheme-wise but not State / UT-wise. The proposals received from State Governments/UT Administrations and Non-Governmental Organisations (NGOs) both under Central Sector and Centrally Sponsored Schemes are considered by the Ministry as per the schematic norms and sanctioned on merits; and funds are accordingly released to States / UTs / NGOs.

The details of budget allocation [Budget Estimates (BE) and Revised Estimates (RE)] and funds released / expenditure incurred under the schemes of the Ministry during the last three financial years 2011-12, 2012-13, 2013-14 and the current year 2014-15 are as under :
