Question : Sleeper Cells

(a) whether the Government is aware that the sleeper cells of various terrorist groups are actively functioning in various parts of the country ;

(b) if so, the details of such sleeper cells, State-wise;

(c) the steps taken by the Government to neutralise these cells; and

(d) whether the Government is also taking steps to check the source of their funding and if so, the details in this regard?

(a) to (c): Intelligence Agencies detect sleeper cells of terrorist outfits from time to time. There is close and effective coordination between intelligence and security agencies at the Center and the State levels to detect and neutralise terror activities, including terror modules of different outfits.
(d): The Government has a well established strategy and institutional mechanism to effectively deal with terrorist financing and money laundering. The Unlawful Activities (Prevention) Act, 1967 (UAPA) and the Prevention of Money Laundering Act, 2002 (PMLA) are effective instrumentalities to combat offences relating to Terrorist Financing and Money Laundering.
