Question : ROAD CONSTRUCTION WORK IN NAXAL AFFECTED AREAS



(a) the steps being taken by the Government to expedite the road construction works in the naxal affected areas;

(b) the funds allocated/utilised for the construction of roads in the said areas so far; and

(c) the details of the target percentage achieved?

THE MINISTER OF STATE IN THE MINISTRY OF ROAD TRANSPORT AND HIGHWAYS (SHRI KRISHANPAL GURJAR)

(a) To expedite the road construction works in the naxal affected areas, this Ministry has requested Concerned State Governments to constitute District Level Coordination Committee headed by District Magistrate comprised of District SP, Central Armed Forces, State PWD and Contractor to plan and proceed with the area Domination by Armed Forces of works held up due to law and order problems. The Central Government had notified relaxation requiring general approval under Section-2 of Forest (Conservation) Act, 1980 for diversion of forest land for construction/development of roads involving not more than 5.00 hectares of forest land in each case in LWE affected areas. The qualification criteria of the contractors have been relaxed by the Ministry in December 2012 to encourage larger participation of local contractors for LWE works where there is no response despite repeated calls. Clubbing and splitting of works have been permitted, where there is no response to tenders.

(b) 208 nos estimates covering a length of 5469 km costing Rs. 8053 crore have been sanctioned by the MoRTH. Total Physical progress (length completed) and Expenditure incurred up to 30.06.2014 is 3133 km and Rs. 3988 crore respectively.

(c) Physical and financial progress (in percentage) achieved up to 30.06.2014 is 57% and 50% respectively.
