Question : Reduced Enrolment under PMFBY

(a) whether the number of insured farmers under the Pradhan Mantri Fasal Bima Yojana (PMFBY) has reduced over the last two years;

(b) if so, the reasons for the fall in the number of insured farmers;

(c) the number of farmers insured under PMFBY from the year 2016 to 2019, year-wise and State-wise;

(d) the findings of all the joint review missions conducted by the Ministry on PMFBY;

(e) the amount incurred by the Union Government towards paying the premiums and liabilities, year-wise and State-wise;

(f) whether the Ministry had invited suggestions from the stakeholders in the year 2019 to make the scheme more effective; and

(g) if so, the details of the changes made in the policy after receiving these suggestions?

(a) to (c): No Sir. Though the coverage during 2nd year of implementation i.e. 2017-18 of Pradhan Mantri Fasal Bima Yojana (PMFBY) slightly decreased due to announcement of loan waiver schemes by some State and making Aadhar compulsory for de-duplication in coverage, but due to the improved features of the scheme introduced by the Government, coverage has showing increased trends in 2018-19.
State-wise and Year-wise details of coverage of farmer applicants since inception of the scheme in Kharif 2016 till 2018-19 are annexed.
(d): No specific joint review mission has been set up by the Government for implementation of PMFBY. However, Government undertakes close monitoring of the scheme on day to day basis through weekly Video Conferences with States/insurance companies/ financial institutions, one to one meetings on State specific issues with States and insurance companies concerned, weekly meeting of insurance companies, quarterly review meetings with all stakeholders. Integrated crop insurance portal also provides an effective real-time monitoring tool for all stake holders. Further, Government also works to improve the implementation of PMFBY operational system with stringent seasonality discipline for all implementing stakeholders to ensure faster insurance services and relief to farmers with prompt claim settlement.
(e): State-wise and year-wise details of Government of India’s share in premium subsidy under PMFBY are Annexed.

(f): The Government has recently revised the Operational Guidelines of the scheme with effect from Rabi 2018-19 season. Inviting of suggestions from various stakeholders and revisions/ improvements in the crop insurance schemes is a continuous process and decisions on suggestions/representations are taken from time to time after consultation with various stakeholders. Accordingly, suggestions for revamping of PMFBY have been invited from the stakeholders.
