Question : Defence Procurements

(a) whether the Government has taken note of inordinate delay in the process of defence procurements;

(b) if so, the details thereof;

(c) the time taken at various stages for procurements for which orders were placed in the past three years;

(d) whether any study has been made about the stage at which inordinate delays are occurring and if so, the details thereof; and

(e) the corrective measures taken by the Government in this regard?

(a) to (e): Capital procurement of defence equipment is undertaken in accordance with the extant Defence Procurement Procedures (DPP). DPP-2016 focuses on streamlining and simplifying of defence procurement processes and aims to balance the requirements of expeditious procurement, development of indigenization and self-reliance and appropriate costs, while maintaining highest standards of transparency, probity and public accountability. It contains provisions for reducing the timelines for completion of procurement activities. Further, Government regularly monitors progress of ongoing procurement projects so as to ensure that the Armed Forces are equipped to meet the entire spectrum of security challenges.
During the last three financial years, 154 contracts involving Rs.207296.34 crore have been signed for capital procurement of defence equipment for the Armed Forces.
