Question : PRODUCTION OF COAL BY CIL



(a) the targets set and the actual production of coal by Coal India Limited (CIL) during each of the last three years and the current year;

(b) the reasons for decrease in the production of coal by CIL;

(c) the present rate of growth of production by CIL;

(d) whether the Government has entered into a Memorandum of Understanding with the CIL for producing 507 million tonnes of coal which is lower than the target envisaged originally and if so, the details thereof; and

(e) whether power production has been hanging precariously for years as growth in fuel supplies has failed to keep pace with the rising demand and if so, the steps taken by the Government to increase the production of coal in the country?

(a)to(c): The target and actual production of coal by Coal India Limited (CIL) during the last three years and the current year (with growth of actual production) are given below:

The growth of coal production during the 1st quarter of the current year 2014-15 is 5.3% compared to same period of last year.

The main factors that constrain production of Coal include difficulties in land acquisition and in obtaining environment & forest related clearances and difficult geo mining conditions in some areas. Difficulties in resettlement and rehabilitation and law and order problems are also experienced in some mining areas. Another important constraint pertains to inadequate coal evacuation capacity, particularly through rail movement. Seasonal factors such as excessive rain and heat wave conditions also constrain production.

(d): As per MoU between Government of India and CIL, the target of production of coal for 2013-14 was 482 Mte for ‘Very Good’ against which actual production of coal was 462.5 Mte. The target of coal production has been fixed at 507 Mte for ‘Very Good’ for the year 2014-15.

(e): The domestic production/supply of coal and its growth has been short of the demand for coal and its growth, including, that for the power sector. In view of the same, the Government has taken steps to ensure time bound production which include expediting of Environment & Forest clearances, pursuing with State Government for help in land acquisition and coordinated efforts with Railways for movement of coal. Steps have been taken by Coal India Ltd. (CIL) and its subsidiaries to augment coal production which includes capacity addition from new projects and use of mass production technologies.
