Question : Increase in Allocation

(a) the number of Below Poverty Line (BPL) and Antodaya Anna Yojana (AAY) beneficiaries and their entitlements under the Public Distribution System (PDS)/Targeted Public Distribution System (TPDS) and AAY, State/UT-wise;
(b) whether there are complaints from some States that the BPL and AAY beneficiaries are not getting their full quota of entitlements and if so, the details thereof and the corrective action taken in this regard indicating the quantum and price of foodgrains allocated, lifted and distributed during each of the last three years and the current year, scheme and State/UT-wise;
(c) whether some States have reportedly failed to lift their full quota of foodgrains and if so, the details thereof and the corrective steps taken in this regard, State/UT-wise;
(d) whether the Government proposes to include pulses and edible oils apart from foodgrains in the list of commodities to be distributed through the Public Distribution System (PDS)/National Food Security at a highly subsidized rate and if so, the details thereof and the manner in which the Government proposes to meet the demand of the said commodities;
(e) whether requests have been received for increase/restoration of foodgrain quota under the PDS and if so, the details thereof and response of the Government thereto; and

(a): The National Food Security Act, 2013 (NFSA), which has come into effect from 5.7.2013, coverage for receiving highly subsidized foodgrains has been delinked from poverty estimates. The Act provides for coverage of upto 75% of the rural and 50% of the urban population under two categories viz. Antyodaya Anna Yojna (AAY) and Priority Households. As per the above coverage and based on 2011 census population, the number of persons eligible for subsidized foodgrain under TPDS in the country is estimated at about 81.35 crores. Under the act, the AAY households are entitled to receive 35 Kg. of foodgrains per households per month at Rs.1/2/3 per Kg. coarsegrains/wheat/rice, and Priority Households are entitled to receive 5 kg. of foodgrains per person per month at the same price. The details of number of State/Union Territories (UTs) -wise coverage under NFSA is at Annex-I
(b): Government of India makes allocation of foodgrains under TPDS wherein the responsibility for distribution of the allocated foodgrains within the State rests with the concerned State Governments. A statement indicating State-wise allocation & offtake of rice & wheat for the last three years and current years is at Annex-II. Allocation was made to BPL category at the Central issue prices of Rs.5.65 per kg and Rs.4.15 per kg for rice and wheat respectively and to AAY category at the prices stated in reply to part (a) above.
(c): Some States/UTs have not been able to completely lift the foodgrains under BPL and AAY categories as per the details given at Annex II above. The reasons for lower offtake by the States/Union Territories (UTs) may be attributed to inability of State/UT Governments or their agencies to mobilize funds, shortage of sufficient intermediate storage capacity with the State Governments to store the foodgrains after lifting the same from Food Corporation of India (FCI), lower demand from beneficiaries in view of higher production and retention of foodgrains, shifting in food consumption pattern due to increase in per capita income, etc. To ensure maximum lifting under TPDS, the Government has been persuading States/UTs to lift their entire allocated quota of foodgrains through quarterly advisories, individual letters, various conferences and periodical meetings with them.
(d): There is no proposal to distribute pulses & edible oils under the Public Distribution System (PDS)/NFSA.

(e): Requests have been received from States/UTs for additional/higher allocation under TPDS and for natural calamities, festivals and other additional requirements of the States/UTs. Keeping in view the requests received from the States, Government has made additional allocations of 50.56 lakh tons of foodgrains during the current year for BPL and APL families in the States/UTs which have not implemented the NFSA. In addition, Government of India has also allocated a quantity of around 28.55 lakh tons of foodgrains during the current year to the States/UTs for natural calamity, festivals and other additional requirements of the States.
(f): Strengthening and streamlining of Targeted Public Distribution System (TPDS) is a continuous endeavour. To improve functioning of TPDS, Government has been regularly issuing advisories and holding meetings, conferences, etc. wherein StatelUT Governments are requested for review of lists of beneficiaries, improving the offtake of allocated foodgrains, ensuring timely availability of foodgrains at Fair price Shops (FPSs), greater transparency in functioning of TPDS, improved monitoring and vigilance at various levels, improving the viability of FPS operations, etc.
The plan scheme on end-to-end computerization of TPDS operations, being run by the Department comprises activities, namely digitization of ration cards/beneficiary and other databases, computerization of supply-chain management, setting up of transparency portals and grievance redressal mechanisms. The scheme will enable removal of bogus/ineligible ration cards and better targeting of Food subsidy, facilitate availability of foodgrains to intended beneficiaries at Fair Price Shops (FPS), check leakages and diversions etc. Further, for checking of leakages and diversions of foodgrains, Government is pursuing with all States and UTs to opt for Direct Cash Transfers of food subsidy to eligible beneficiaries.
To check wastage, all required measures are to be taken for scientific storage of foodgrains so that there is no deterioration in their quality. Inspection are carried out at various levels to check the quality of foodgrains at regular intervals. To control insect pests, curative treatment are carried out.
Government, to check wastage of food and vegetables in the country, is also implementing a number of Central Sector Schemes such as Mega food Parks, Modern Abattoirs, Integrated Cold Chain and Value Addition Infrastructure, Creation/Expansion of Food Processing and Preservation, Quality Assurance etc.
