Question : SAFETY FOR MINE WORKERS



(a) whether the Government has prescribed safety measures for workers working in various mines in the country;

(b) if so, the details of the mandatory requirements of the management of mines;

(c) whether some mines have been found lacking in the implementation of safety measures;

(d) if so, the details thereof during each of the last three years; and

(e) the action taken against the defaulters alongwith the steps taken/proposed to be taken by the Government for effective implementation of the safety measures in the mines?

On the basis of the information furnished by the Ministry of Labour & Employment, the reply to the question is as under:

(a) & (b) Yes, Sir. Safety measures for workers working in the mines are prescribed in the Mines Act, 1952 and the rules and regulations made thereunder.

(c) & (d) The number of cases where the management were found lacking in the implementation of the safety measures during last three years is given below:

(e) Directorate General Mines Safety (DGMS), under the administrative control of Ministry of Labour & Employment, has been entrusted with the responsibility to ensure that the provisions of safety prescribed in the statutes are strictly complied with.DGMS also carries out periodical inspections of mines to oversee the compliance of safety laws and to take actions like pointing out contraventions, issue improvement notices, withdraw permissions, issue orders for prohibition of employment and launch prosecutions against the offenders in the court of law. DGMS also issues guidelines for safety operations, generates safety awareness through information dissemination; and carries out interactions at various fora to promote safety and welfare of the workers working in various mines in the country.
