a) Yes, Sir.
Under the Scheme of Assistance to Disabled Persons for Purchase/Fitting of Aids/Appliances (ADIP), grant-in-aid is released to various implementing agencies (National Institutes/ Composite Regional Centres/Artificial Limbs Manufacturing Corporation of India(ALIMCO)/District Disability Rehabilitation Centres/State Handicapped Development Corporations/other local bodies/ NGOs) to assist the needy disabled persons in procuring durable, sophisticated and scientifically manufactured, modern, standard aids and appliances to promote physical, social and psychological rehabilitation of Persons with Disabilities by reducing the effects of disabilities and at the same time enhance their economic potential.
(b) Eligibility criteria fixed for availing assistance under ADIP Scheme for persons with disabilities is as under:
(i) An Indian citizen of any age.
(ii) Holds a 40% Disablement Certificate.
(iii) Has monthly income from all sources not exceeding Rs. 20,000/- per month.
(iv) In case of dependents, the income of parents/guardians should not exceed Rs. 20,000/- per month.
(v) Who have not received assistance during the last 3 years for the same purpose from any source. However, for children below 12 years of age, this limit would be one year.
State-wise quantum of funds released towards distribution of aids and appliances under ADIP Scheme during the last three years and current year (as on 17.12.2015) is given in Annexure-I.
© Under the ADIP Scheme, aids and appliances are distributed to persons with disabilities after organizing assessment camps by various implementing agencies by way of camp activities, Headquarter activities and ADIP-Sarva Siksha Abhiyan (SSA) activities. Information regarding number of assessment camps organized by Implementing Agencies is not maintained. However, assessment camps are held in close coordination with local administration by Artificial Limbs Manufacturing Corporation of India (ALIMCO), Kanpur, a Central Public Sector Undertaking under the aegis of the Ministry whenever demands for holding camps for distribution of aids and appliances to persons with disabilities are received from dignitaries and as approved by the Ministry subject to availability of funds. Statement containing State-wise data of assessment and distribution camps held based on such requests are given in Annexure-II.
(d) Camps are held based on the requests received from dignitaries subject to availability of funds, which is a continuous process.
(f) The Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 is the principal legal instrument for empowerment of persons with disabilities. With a view to streamline the said Act in line with the United Nations Convention on Persons with Disabilities, to broaden the scope of rehabilitation and empowerment of persons with disabilities, the Government has introduced the Rights of Persons with Disabilities Bill, 2014 in Rajya Sabha on 07.02.2014. It also mandate the appropriate Government and local authorities to take measures in the area of education, skill development, health, social security, recreation etc., for empowerment of persons with disabilities.
In addition, the Ministry reviews its Schemes and Programmes from time to time keeping in view the need of persons with disabilities.
