Question : Sansad Adarsh Gram Yojana

(a) whether it is a fact that implementation of the Sansad Adarsh Gram Yojana is not up to the desired objectives and if so, the details thereof along with the reasons therefor;

(b) the number of villages adopted by the Members of Parliament so far, State/UT-wise;

(c) whether there are some Members of Parliament who have not yet adopted a village as required under the Yojana and if so, the detail thereof along with the reasons therefor, State-wise; and

(d) the steps being taken by the Government for proper funding and implementation of the Yojana ?

(a): No Madam. Primarily, the goal of the Saansad Adarsh Gram Yojana(SAGY) is to develop three Adarsh Grams by March 2019, of which one would be achieved by 2016. Thereafter, five such Adarsh Grams (one per year) will be selected and developed by 2024. As per the timelines of the SAGY, the work is scheduled to start from August 2015 for the village selected in the first phase.

(b) : The State/UT-wise number of villages/Gram Panchayats selected by the Hon’ble Members of Parliament till 20th July, 2015 is at Annexure I.

(c ): The State/UT-wise details of Members of Parliament who have not yet adopted a village/Gram Panchayat as required under the Yojana are at Annexure II. It is the prerogative of Members of Parliament to exercise this option.

(d) : SAGY is primarily about unleashing the power of people who are expected to inculcate pride in village, encourage societal change/Behavioural change, take collective responsibility and initiate People projects. The development of Gram Panchayats identified under SAGY is intended to take place through the convergence and implementation of existing Government Schemes and Programmes without allocating additional funds. In pursuance of above, the relevant Ministries / Departments of the Central Government have been requested by the Ministry of Rural Development to make suitable changes, wherever appropriate, in the guidelines of their respective Central Sector and Centrally Sponsored Schemes / Programmes to enable priority to be given to the Gram Panchayats selected under SAGY. While different Ministries/Departments have made changes in 14 of their Programme/Scheme guidelines, the Ministry is in touch with other relevant Ministries/Departments in this regard. A number of state schemes are required to be converged with this scheme for maximising benefit. This would require the guidelines of State Schemes/Programmes to be suitably amended to give automatic and mandatory priority to the GPs selected under SAGY. The states/UTs have been requested to do the needful in this regard.

As per the timelines of the SAGY, the work is scheduled to start from August 2015 for the village selected in the first phase. The preparation of the Village Development Plan(VDP) for every identified GP, based on the local context, potential and needs and with special focus on enabling every poor household to come out of poverty, is at the advance stage of preparation. VDPs for many GPs have already been prepared. After the approval of the VDP, the actual implementation of all the projects/activities listed therein will start. The implementation is closely being reviewed by Ministry of Rural Development by online web portal and periodical reviews.
