Question : BS-VI Fuel

(a) whether the Government has set up a high level committee to frame fuel economy rules for tractors to moderate their diesel consumption that constitutes nearly 7.7 per cent of India’s annual diesel use and if so, the details thereof along with the time frame given to the Committee to submit their report;
(b) whether the Government proposes to introduce Bharat Stage-VI (BS-VI) fuel in Delhi by 1 April 2018 to combat vehicular emissions issue and if so, the details thereof along with the time by which BS-VI are likely to be introduced in the National Capital Region;
(c) whether BS-VI fuel would be available for all kinds of vehicles including heavy duty vehicles and if so, the details thereof along with the steps taken/being taken by the Government to ensure availability of adequate amount of BS-VI compliant fuel;
(d) whether it would be beneficial to use BS-VI fuel in the current fleet of automobiles that are not compliant to use such fuel and if so, the details thereof along with the time by which the BS-VI compliant automobiles would be available and the efforts being made to fast-track their entry into the market; and
(e) whether Automobile Companies have expressed their difficulties in complying with BS-VI norms from 1st April 2018 as it gives them only 4-5 months to prepare for the same and if so, the details thereof along with action plan prepared by the Government in this regard?

MINISTER OF PETROLEUM AND NATURAL GAS (SHRI DHARMENDRA PRADHAN)
(a) Government has constituted a Steering Committee under the Chairmanship of Additional Secretary, Ministry of Petroleum and Natural Gas on 29.11.2017 inter-alia to develop roadmap for fuel efficiency norms of tractors in India. The tenure of the Committee is 15 months. The Committee consists of Officers from Ministry of Petroleum & Natural Gas, Department of Heavy Industries, Ministry of Agriculture & Farmers Welfare, Bureau of Energy Efficiency, Automotive Research Association of
India, Tractor Manufacturers Association, Petroleum Conservation Research Association and Central Farm Machinery Training & Testing Institute.
(b) & (c) Government has decided to implement BS-VI auto fuel norms to all kind of vehicles in the entire country w.e.f. 01.04.2020. Considering the serious pollution level in Delhi, Government has also decided to prepone the supply of BS-VI in NCT of Delhi w.e.f. 01.04.2018. The projects undertaken by Oil refineries to produce and supply BS-VI auto fuel are being monitored regularly by their management and Ministry.
(d) & (e) While BS-VI auto fuel standards will be implemented in the entire country w.e.f. 01.04.2020, as per assessment made by R&D wing of IOCL, usage of BS-VI auto fuels in the non BS-VI compliant fleet of automobiles would also reduce the emissions to some extent.
