STATEMENT REFERRED TO IN REPLY TO PARTS (a) to (d) OF THE STARRED QUESTION NO. *241 DUE FOR ANSWER ON 15.03.2016 IN THE LOK SABHA
(a): Food Corporation of India (FCI) procure foodgrains directly in some states alongwith State Agencies but in most states, it is the State Government Agencies, who do entire procurement on behalf of FCI. In some states there is a single State Agenciy i.e. State Civil Supplies Corporation or State Food Corporation but in many States, there are multiple Agencies involved including State Food Department and Cooperation Federation. Coarse grains are procured only through State Government’s Agencies.
(b): Procurement centres are opened by FCI and by respective State Government Agencies with mutual consultation taking into account the production, marketable surplus, convenience of farmers and availability of other logistics/ infrastructure such as storage and transportation etc. Large number of temporary purchase centres in addition to the regular ones in existing Mandis and depots/godowns are also established at key points in some States for the convenience of the farmers.
In De-centralized Procuring (DCP) States, it is State Government agencies which are responsible for procurement of paddy & wheat from the farmers and FCI opens purchase centre only in identified places as per specific request received from the State Governments. In Non-DCP States, FCI and State Government Agencies operate required number of purchase centres in all potential areas in consultation with each other. Even during mid-seasons, as and when any demand for opening of purchase centre at particular places for price support operations is raised, FCI/Government Agencies open purchase centres at such places in order to prevent distress sale.

(d): The Government has urged the State Governments to open adequate number of procurement centres. The issue has also been discussed in State Food Secretaries meeting held on 15.02.2016 to chalk out detailed action plan for procurement of wheat during the ensuing wheat marketing season RMS 2016-17 and paddy of winter/summer crop in various states. The state-wise list of number of procurement centers planned & opened for procurement of paddy in ongoing KMS 2015-16 (which will end on 30th September, 2016) is given at Annexure-I and planned to be opened for ensuing RMS 2016-17 is at Annexure II.
