Question : TERMINALLING CHARGES



(a) whether the Government propose to make three categories of fund for the payment of terminalling charges;

(b) if so, the details thereof;

(a) whether a committee of experts was constituted to fix terminalling charges;

(b) if so, the composition of the members of the said committee;

(c) whether the said committee has submitted its report of the Government;

(d) if so, the recommendations made by the committee;

(e) the rate of terminalling charges proposed for each category alongwith the reasons for variation in these rates; and

(f) the name of the agency and the fund through which the expenses as a result of these charges are likely to be met?

(a) to (h): A committee was constituted by the Government to study and advise the evacuation and despatch facilities that should be provided by the refineries and marketing companies separately and to suggest determination of additional compensation to refineries for having despatch facilities meant to be provided by the marketing companies. The composition of the committee was as follows:

Director (S&P)	-	Member	Ministry of Petroleum and Natural Gas	-	Secretary
The committee constituted by the Government have adopted the groupings of refineries under the following broad categories and recommended for computation of rates based on these groupings:-

(g) Refineries commissioned after 1.4.1998 i.e. the date of introduction of Refinery Gas Prices linked to import parity prices for refineries.

(ii) Refineries commissioned prior to 1.4.1998, which are further sub divided into two groups, namely, likely to be 70% or more of investment and the other where WDV is likely to be less 70% of investment.
