(a) to (c): The Framework for Implementation (FFI) of Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) provides for release of Administrative fund in two equal instalments to the State Government/UTs. The 1st instalment is released only after the State complies with conditions prescribed during release of previous instalments. Also, to ensure timely utilization and to dis-incentivise parking of such funds, subsequent releases of administrative funds is made only after 60% utilization of total available administrative funds with the State/UT. Further, release of 1st instalment of any financial year is contingent upon release of both instalments of previous financial year.
Also, the Administrative fund under PMAY-G is shared between the Centre and State Governments in the ratio 60:40. The Central Assistance of 60% released from budgetary allocation is credited into State’s Consolidated Fund and the State Government thereafter transfers the Central Share along with matching State’s Share of 40% into State’s Nodal Account of PMAY-G.
The figure of Rs. 215.91 crore includes both Central Share and State Share for the financial years 2017-18 (2nd instalment) and 2018-19 (both instalments). The details on status of release to Odisha are as follows:

2017-18 An amount of Rs.51.76 crore has been released on 22.01.2020 as 2nd instalment of
central share against which the State has to provide its matching share of
Rs.34.51 crore.
2018-19 The total contingency fund as per the target allocated to the State of Odisha is
Rs.129.64 Crore (Rs.77.78 Crore as central share and Rs.51.86 Crore as State
share).
Complete proposal, as per FFI of PMAY-G, has not been submitted by the State Govt.
as yet for release of 1st instalment of central share of 2018-19.
