Question : National Technical Textile Mission


(a) whether the Government has approved a proposal to set up National Technical Textile Mission (NTTM);

(b) if so, the financial outlay allocated for its implementation along with the time by which NTTM is likely to be set up;

(c) whether the Mission would provide a thrust/ boost to the technical textile sector and promote its utility in the domestic market;

(d) the details of any new innovative measures undertaken by her Ministry and its various departments/ agencies towards improving work culture, transparency and accountability and also to enhance result orientation during the last three years; and

(e) the impact of these measures?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) to (e) of LOK SABHA STARRED QUESTION NO.*243 DUE FOR ANSWER ON 12.3.2021.

(a) & (b): With a view to position the country as a global leader in Technical Textiles, National Technical Textiles Mission (NTTM) has been approved at a total outlay of Rs.1480 crores, with four years implementation period from financial year 2020-21 to 2023-24. The Mission is already set up and is functional. The NTTM has four components viz. (i) Research Innovation & Development, (ii) Promotion and Market Development, (iii) Education, Training and Skilling, and (iv) Export Promotion.

(c): The Mission focuses on usage of technical textiles in various flagship government programmes of the country including strategic sectors. The use of technical textiles in agriculture, aquaculture, dairy, poultry, Jal Jivan Mission, national Health Mission are aimed at bringing overall improvement in cost economy, water and soil conservation, better agricultural productivity and higher income to farmers. The use of geo-textiles is aimed at robust infrastructure with higher life cycle for highways, railways, ports and airports.
The Mission also plans for indigenous development of speciality fibres and composites in the country through research and innovation, thereby enabling self reliability (Aatma-Nirbhar) in strategic and other critical applications.
A sub-component of Mission is devoted to development of indigenous high technology machines for import substitution of imported textiles machines, in order to promote competitiveness of the industry by way of reduction of their capital costs.

(d) & (e): During the past three years, the Ministry of Textiles has initiated a number of innovative measures for an overall improvement of the textile sector. All these measures implemented through various Missions and Schemes, and have embedded principles of transparency, accountability and result orientation as applicable to public funded programmes. The working of the Ministry is in commensurate with the policies of the Government towards overall efficiency in delivery mechanism, the maxim of minimum –government- maximum governance, reduction of administrative cost, e-governance, dissemination of information through official website and social media and through intense public interaction.
Some of the significant initiatives taken during last three years which have substantive impact on the textile sector in boosting its growth are listed in the Annexure.
