STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF THE LOK SABHA STARRED QUESTION NO. 142 FOR REPLY ON 27-07-2016 BY SHRI SUKHBIR SINGH JAUNAPURIA REGARDING SPORTS FEDERATIONS.
(a) National Sports Federations (NSFs) are responsible and accountable for the overall management, direction, control, regulation, promotion, development of respective sports for taking corrective steps to overcome deficiencies detected in their respective sports disciplines.
At present, there are 49 National Sports Federations which have the recognition of the Government of India. A list of these recognised NSFs is annexed at Annexure –I.
(b) NSFs are bodies registered under the Societies Registration Act, 1860/Companies Act. The Government does not interfere in their day-to-day affairs. To ensure that the NSFs adhere to the principles of good governance, Government has issued guidelines including age and tenure limits in respect of Office Bearers of the NSFs, fair and transparent elections, prevention of age frauds and sexual harassment of sportspersons, observance of RTI, etc. These guidelines are part of the National Sports Development Code of India, 2011 and aimed at ensuring transparency and good governance in NSFs. Govt. insists on observance of these guidelines by the NSFs to receive recognition and become eligible to receive financial as well as other forms of assistance from the Government of India. In case of violation of the guidelines appropriate action is taken by the Government.
NSFs are also required to submit their accounts, duly audited by the Chartered Accounts in the panel of Comptroller & Auditor General of India. No further grant is released to NSF unless the audited accounts and Utilization Certificate of previous grants are received. Accounts of the NSFs receiving grant of more than Rs. 1.00 crore in a year are audited by the Comptroller & Auditor General of India.
The Government has already notified NSFs getting Government grant of Rs. 10.00 lakh or more as Public Authority under the RTI Act.
The government also monitors the performance of NSFs through the ACTC programme which they implement in association with Sports Authority of India.
During the last three years, a few NSFs were found to have violated the Government guidelines including those relating to age and tenure restrictions. Irregularities in elections, etc. were also noticed. Government has taken action against such NSFs including suspension and de-recognition.
(c) NSFs play a pivotal role in the promotion of various sports disciplines. They undertake activities / programmes such as organization of national/international tournaments in the country, selection of sportspersons/teams, sending them for training and participation in international tournaments abroad, organization of training/coaching under renowned Indian and foreign coaches in consultation with the Sports Authority of India with requisite scientific and technical back up and procurement of equipment.
(d) A statement showing financial assistance given for various sports disciplines under the Scheme of Assistance to NSFs is annexed at Annexure-II.
(e) To promote sports in the country, Government and Sports Authority of India have been implementing a number of Schemes for construction of sports infrastructure, organizing sports competitions in rural areas, identification and nurturing of talent, helping sportspersons to achieve excellence, etc. Cash awards are given to sportspersons who excel at the international level and their coaches. National Sports awards are given to recognize achievements of sportspersons. There are also schemes to give pension to sportspersons and provide financial assistance to sportspersons and their family members in distress.
