(b) if so, the details thereof and if not, reason therefor; and

(c) the action taken or being taken by the Government in this regard?

Answer given by the minister

MINISTER OF STATE IN THE MINISTRY OF HUMAN RESOURCE DEVELOPMENT (SMT. D. PURANDESWARI)

(a) to (c): In keeping with the policy of reservation of 27% of seats for the Socially and Educationally Backward Classes (OBCs), excluding “creamy layer” thereof, over a maximum period of three years from the academic session 2008-09, Jawaharlal Nehru University (JNU) reserved 12% seats for the OBCs during the academic session 2008-09, which stood enhanced to 18% during 2009-10. The University is now in the process of enhancing the seats reserved for the OBCs to 27% during the academic session 2010-11.

Since implementation of the policy involves expansion of capacity necessitated to ensure that the number of seats (excluding those reserved for the SCs, the STs and the OBCs) is not less than the number of such seats available for the academic session 2006-07, some of the Central Educational Institutions (including Jamia Millia Islamia) are finding it difficult to adhere to the time limit of three years for creation of the requisite physical and academic infrastructure due to a variety of reasons and have been requesting for the increase in the time limit. A proposal in this behalf is under consideration.
