MINISTER OF THE STATE IN THE MINISTRY OF PETROLEUM & NATURAL GAS (SHRI JITIN PRASADA)
(a) As the Ministry of Petroleum & Natural Gas does not execute projects itself, no mega or major projects are
pending in the Ministry. However, of the projects executed by the oil PSUs and monitored by the Ministry, only
13 projects involving an expenditure of more than 150 crore and above are delayed beyond (more than 12 months)
their due date of completion.
(b) The names, original approved costs, revised approved costs and time overrun of these projects are listed
at Annexure-I.
(c) The steps being taken for expediting completion of the delayed projects are as follows:
(i) All major projects are reviewed by Secretary, Ministry of Petroleum & Natural Gas during Quarterly
Performance Review of individual Oil Public Sector Undertakings (PSUs).
(ii) Major projects costing 100 crore or more of all Oil Sector PSUs are being monitored by
Ministry Monitoring Cell. Reports generated by Ministry Monitoring Cell are reviewed within
Ministry of Petroleum & Natural Gas at the level of Secretary, Additional Secretary and Joint
Secretaries as well as by Chief Executives of the implementing PSUs.
(iii) Three tier monitoring system has been set up within each implementing PSU. On routine basis there
is a dedicated project team including a nodal officer for each project to ensure undivided attention.
Project monitoring cells have been set up in each Oil PSU to ensure close monitoring. Monthly reviews
are conducted by Zonal Heads/Divisional Heads/Directors/ Chairman/Board of Directors, apart from
resolution of problems as and when raised.
