Question : Prisoners in Jails

(a) the number of inmates in various prisons in the country vis-a-vis the
capacity of the prisons, State-wise;

(b) the number of reported incidents of violence leading to deaths in prisons during each of the last three years and the current year, State-wise;

(c) whether the Government has issued any advisory to the States on any prisoner reform programmes; and

(d) if so, the details thereof and the response received in this regard?

(a): As per data compiled by National Crime Records Bureau (NCRB) at the end 2014, a State/UT wise statement showing capacity of prisons of the country and the number of inmates lodged in the prisons is enclosed at Annexure-I.
(b): As per data compiled by National Crime Records Bureau (NCRB) at the end of 2012, 2013 and 2014, a State/UT wise statement showing number of unnatural deaths such as suicide, execution, murder by inmates, deaths due to assault by outside elements, death due to firing, deaths due to negligence/excess by jail personnel, others of inmates in various jails of country is enclosed at Annexure-II.

(c) to (d): “Prisons” is a State subject as per entry 4 of List II of the Seventh Schedule to the Constitution of India. Therefore, the administration and management of prisons is primarily the responsibility of the State Governments. However, the following advisories have been issued by the Government of India to the States/UTs in this regard:
