Question : OWNERSHIP RIGHTS TO RESIDENTS OF JJ REHABILITATION COLONIES

(a) the details of the J.J. Colonies and Rehabilitation colonies in Delhi alongwith their locations, as on December 31, 2007;

(b) whether the Government is contemplating to grant the ownership rights to the residents of these colonies;

(c) if so, the details thereof, and the time by which they will be granted such rights; and

(d) if not, the reasons therefor?

(a): Details of JJ resettlement/rehabilitation colonies located in various parts of Delhi like Madangir, Nangloi, Seelampur, Nand Nagari, Mangolpuri, Shakurpur, Madipur, Khyala, Khanpur, Kalyanpuri, Dakshinpuri, Gokulpuri, Sriniwaspuri, Narela, Madanpur Khadar, etc. under Slum & JJ Department and Delhi Development Authority are as under:

Slum & JJ Department:
(i) JJ Resettlement colonies (25 Sq. Yds.) : 44
(ii) JJ Resettlement colonies (80 Sq. Yds.) : 5
(iii) JJ Rehabilitation colonies (18 and 12.5 Sqm.) : 32
Delhi Development Authority:

(i) JJ Rehabilitation colonies (18 and 12.5 sqm.) : 6

(b)to(d): It was decided earlier to confer leasehold rights on the allottees of plots/ tenements under Jhuggi Jhopri Removal Scheme. The Hon`ble High Court of Delhi vide its orders dated 12.10.1998 and 27.9.2002 passed in CWP No. 4215/995 titled `Pitampura Sudhar Samiti vs. GNCTD & Ors` directed that the land allotted on relocation basis or under relocation scheme shall not be converted into freehold. Appeal against the order was not filed within stipulated time.
