Question : Setting up of New Sports Schools and Universities

(a) whether only five crores out of 77 crores of adolescents and youths have access to basic infrastructural facilities regarding sports;
(b) if so, whether the Government proposes to set up new sports schools/universities at all district centres across the country including Latur district in Maharashtra, Chatra, Latehar and Palamu districts of Jharkhand, Bilaspur, Mungeli, Gaurela-Pendra-Marwahi districts of Chhattisgarh, Madha Parliamentary Constituency (Satara and Solapur districts) and JaloreSirohi;
(c) if so, the details thereof;
(d) the criteria fixed to set up new sports schools/ universities and training centres;
(e) the total number of new sports schools/ universities and training centres set up and the estimated expenditure in this regard during the last three years; and


(f) the steps taken by the Government to increase private investment to develop basic infrastructure for sports schools/universities and training centres?

(a): No such data is maintained by the Ministry of Youth Affairs and Sports.

(b)&(c): No such proposal is under consideration.

(d): The criteria for setting up a Sports School under Khelo India Scheme are as follows:
i. Proposals are received from organizations for designating certain schools as “Sports Schools” under the State Level Khelo India Centre (SLKIC) vertical of the Khelo India Scheme.
ii. Joint inspection is done at the premises of the school by Sports Authority of India (SAI) and head of the school administration regarding hostel & Sports facilities, etc.
iii. The Joint Inspection Report with Feasibility Study is put up to the Departmental Project Approval Committee (DPAC) for approval.

The criteria for setting up Khelo India Centres under SLKIC are as follows:
• Proposals are received from the Sports Department of State Government for designation of existing sports centres with Field of Play (FOP) in every district in the prescribed format through Director (Sports) of the States/UTs.
• The proposals are scrutinized and put up to the DPAC for approval.
The criteria for setting up Khelo India State Centres of Excellence under SLKIC are as follows:
• Proposals are received from the Sports Department of the State Government for designation of existing multi-disciplinary sports centres with residential facilities and adequate FOP in three sports disciplines, as per the “One State One Sport” principle, (one in every State & UT) in the prescribed format through Director (Sports) of the State & UTs.
• The proposals are scrutinized and put up to the DPAC for approval.

The criteria for setting up an Accredited Academy under Khelo India Scheme are as follows:
• Under the Khelo India Talent Development (KITD) vertical, already established academies are accredited for providing support by inviting proposals against the Expression of Interest issued for this purpose.

(f): ‘Sports’ being a State Subject, the responsibility of creating sports infrastructure for adolescents and youth, primarily rests with the respective State/UT Governments. However, Government of India supplements their efforts through its schemes viz. sports promotional schemes run by SAI, the Khelo India Scheme and the National Sports Development Fund (NSDF).
