Question : SURVEILLANCE OF LABORATORIES



(a) whether any physical surveillance has been conducted by the University Grants Commission (UGC) at various laboratories of Universities/Colleges across the country;

(b) if so, the details thereof and if not, the reasons therefor;

(c) whether the Government/UGC proposes to monitor the activities of these laboratories in the country; and

(d) if so, the details thereof?

(a) & (b): According to the information furnished by University Grants Commission (UGC), while reviewing the Special Assistance Programmme (SAP) to departments, surveillance is carried out to review Basic Scientific Research grants released to them.For infrastructure development of the laboratories following grants have been released so far :

1. Infrastructure development grant to	133	Rs.81.30
Centre of Advanced Studies	Deptts.	crore.
(CAS)/Departmental of Special
Assistance (DSA) for development of
labs (SAP). 
2. Infrastructure development grant to 291 Rs.84.40 Departmental of Research Support Deptts. crore. (DRS) Department.
3. Infrastructure development grant to 88 Rs.78.90 Science department in college with Colleges/ crore. potential for excellence (CPE). 696 deptts
4. Infrastructure development grant 206 Rs.55.40 to Autonomous Colleges Colleges. crore.
5. One time Infrastructure development 604 Rs.60.40 Grant to NAAC accredited colleges Colleges crore.

(c) & (d): A UGC Expert Committee visits every laboratory before release of grants under SAP and periodical visits are made to ensure proper utilization of grants.Guidelines for SAP grants has in-built mechanism to monitor the activities of the laboratories.
